Develop reliable judicial statistics as a tool for measuring the performance of courts in Albania
The joint action of the European Union and the Council of Europe âStrengthening the quality and efficiency of justice in Albaniaâ (SEJ III), in co-operation with the High Judicial Council, launched a series of trainings with representatives of district, administrative and appeal courts on the implementation of the new methodology for collecting judicial statistics based on the CEPEJ guidelines.
The regional workshops will allow national courts to better understand their role in implementing a new methodology for improving the performance of courts and justice services provided to Albanian citizens, in line with European standards.
In her opening remarks, the Head of the Council of Europe Office in Tirana, Ms Jutta Gutzkow, underlined the importance of the new regulatory framework and the increased capacities of court staff, reaffirming the commitment to action to support judicial institutions with specific tools and CEPEJ methodology adopted in the Albanian context to develop an efficient judicial system.
The head of the Ethics and Performance Review Commission in the High Judicial Council (CSM) Ms. Brikena Ukperaj, appreciating the support given to the action, underlined the importance of the correct application of the new methodology and consultations with judicial staff on the difficulties encountered and the problems to be addressed in this regard for the improvement of the collection of statistics in a uniform manner.
The seminar brought together the staff of the Albanian courts, the chancellors and administrative staff responsible for collecting statistics and manual registers of the courts and the respective directors of the judicial organization and standards and of the IT department of the High Judicial Council , which contributed to an interactive session and important clarifications on the unification of court registers which is the next step in supporting the action to complete the new data collection methodology.
This event took place within the framework of the action “Strengthening the quality and efficiency of justice in Albania” of the joint program of the European Union and the Council of Europe “Horizontal facility for the Western Balkans and the Turkey 2019-2022 âwhich aims to help beneficiaries comply with Council of Europe standards and the European Union acquis in the framework of the enlargement process.
